A few miles off the Spanish coast, the blurred silhouette of a refugee boat is visible to passengers aboard a nearby cruise liner. A three-minute vacationer’s video of this small boat, shot from the cruise ship deck, replays again and again. Adding a textured, multilingual soundtrack, Havarie slowly builds its distinctive perspective.
