They appear to be observing the billboard, and a couple of them have their arms raised, pointing towards it. The individuals' clothing suggests they are wearing dark coats and hats. The billboard features a large printed image of a man with glasses, with his facial features prominently displayed, including a serious expression and combed-back hair. The background consists of the billboard itself, which has additional text visible but partially obscured. The overall tone of the image is sepia.
