The sculpture features a figure riding a rearing horse, capturing a dynamic pose as the horse lifts its front legs off the ground. The material of the sculpture appears to be a dark metal, mounted on a lighter stone or concrete base. Surrounding the base are historical cannons. Above the sculpture, birds are caught mid-flight. The sculpture is in an open park area, enclosed by a metal fence, with trees and what appears to be the distant silhouette of the Washington Monument in the background.
