This is a drawing of a horse-drawn carriage labeled "COMMISSION EXTRA PARLEMENTAIRE" chasing after a train labeled "PROGRÈS" in the background. The carriage is filled with figures. The text at the bottom adds to the scene. The drawing style is reminiscent of political and societal cartoons.
