The image features a portrait of Queen Elizabeth I from the Elizabethan era. The portrait shows the queen in an elaborate dress with a large ruff around her neck, detailed fabric patterns, fine facial features, styled hair with a crown and pearls, holding a scepter. Figures in period clothing, holding banners with text, are positioned around her. The background has ornamental scrollwork, and figures at the bottom are kneeling and standing next to an open drum, engaged in carrying pikes. Text at the bottom of the portrait is a poetic tribute to Elizabeth I.
