This is a drawing of a figure labeled "BUDGET" interacting with a tailor. The figure is depicted as large and round, wearing ill-fitting clothing. The figure appears resistant while the tailor is seen struggling to measure or fit the figure. The style of the drawing is reminiscent of political cartoons.
