Francis and his brother John Bill were circus performers. British by birth, the two came to the United States around the end of the eighteenth century. Francis is last recorded 1810 as a performer in the Boston circus. John Bill opened a circus in Philadelphia in 1793; for more information on John Bill see the commentary on the CMS for his portrait by Gilbert Stuart, now in the NGA (1942.14.1)
